Weeping cherry not weeping?

I bought 2 identical weeping cherries, and treated them the same. They are planted approx 4m apart so conditions are pretty much the same.

They were pruned at the same time; one grew very nice long weeping branches, the other one did not; BOTH flowered and grew leaves and are now becoming dormant together. The only difference is that one grew weeping brances and one is still short and stumpy!

Everything else in that part of the garden is florishing.

Do I just wait? Has anyone else had a similar experience?

Weeping cherry not weeping?
Weeping cherries are usually grafted high on a trunk. It may have been trimmed back to far, or had a bad graft.

Or maybe some bug or something. Really hard to say without seeing (touching) the tree.

Should be possible to graft the weeping branches back to the unweeping tree. Not a hard thing to learn and do.
Reply:My first thought is that it was trimmed too much. Or it was not a good graft to begin with.
